To us, this is a complete and very detailed packaging specification. Each individual section above spells out a specific requirement pertaining to either the unit of measure per pack, level of preservation, method of protection, type(s) of containers and specific marking requirements.  All of these requirements are spelled out in overriding Military Packaging Specification MIL-STD-2073 and MIL-STD-129P for Marking.
